One cold radiator is rarely a verdict on the boiler. Trapped air at the top of an emitter stops circulation, a valve stem that has not moved in years can seize partway shut, and the older homes on the terraces frequently carry loops extended into later additions without anyone rebalancing the system afterward. A radiator hot at the bottom and cold at the top holds air and needs bleeding rather than a pump diagnosis. Knocking is generally a story about pipe pitch and supports, so that's where a technician starts rather than at the radiator in the room.
